বাংলাদেশে স্থিতিশীলতা ফেরাতে ও দেশটির ইতিবাচক উন্নয়নে জাতিসংঘ মহাসচিব বান কি মুন ব্যক্তিগতভাবে প্রতিশ্রুতিবদ্ধ। গত বছরের শুরু থেকে বাংলাদেশে যে সহিংসতা ও প্রাণহানির ঘটনা ঘটেছে, তাতে গভীরভাবে উদ্বিগ্ন জাতিসংঘ। গতকাল জাতিসংঘ সদর-দপ্তরে অনুষ্ঠিত এক প্রেস-ব্রিফিংয়ে এ কথা জানান জাতিসংঘ মহাসচিবের মুখপাত্র স্টিফেন ডুজাররিক। সাংবাদিক মুশফিকুল ফজল আনসারী ওই প্রেস ব্রিফিংয়ে জাতিসংঘ মহাসচিবের মুখপাত্রের কাছে জানতে চান- যেমনটি আপনি জানেন যে, বাংলাদেশ এক সঙ্কটময় পরিস্থিতি পার করছে। মানুষ ভীষণ দুর্ভোগে রয়েছে। অগ্নিসংযোগের ঘটনায় রাস্তায় যানবাহন পুড়ছে এবং বিচারবহির্ভূত হত্যাকা- মাত্রা ছাড়িয়েছে। জনগণ গণতন্ত্র ও ভোটাধিকারের জন্য সংগ্রাম করছে। আমি জানতে চাই, বাংলাদেশে গণতন্ত্র পুনঃপ্রতিষ্ঠার মাধ্যমে একটি শান্তিপূর্ণ ও স্থিতিশীল দেশ গড়তে জাতিসংঘ কি করছে? কারণ, গত বছরের ৫ই জানুয়ারি বাংলাদেশে একটি একতরফা নির্বাচন অনুষ্ঠিত হয়। নির্বাচনের পূর্বে জাতিসংঘের সহকারী মহাসচিব অস্কার ফার্নান্দেজ তারানকো বাংলাদেশ সফর করে কোন ধরনের সমঝোতা ছাড়াই ফিরে আসেন। ফলে, ১৫৪টি আসনে কোন ধরনের প্রতিদ্বন্দ্বিতা ছাড়াই ক্ষমতাসীনরা নিজেদের বিজয়ী ঘোষণা করেন। এমন পরিস্থিতিতে জাতিসংঘ উদ্বেগ প্রকাশ করে আসছে। আপনি কি মনে করেন, জাতিসংঘের পক্ষ থেকে কেবল উদ্বেগ প্রকাশই যথেষ্ট, নাকি একটি অবাধ ও গ্রহণযোগ্য নির্বাচন অনুষ্ঠানে যথাযথ কার্যকর পদক্ষেপ গ্রহণ করা জরুরি?
জবাবে জাতিসংঘের মহাসচিবের মুখপাত্র স্টিফেন ডুজাররিক বলেন, বাংলাদেশ সরকারের সঙ্গে যোগাযোগ রক্ষায় জাতিসংঘের সহকারী মহাসচিব অস্কার ফার্নান্দেজকে দায়িত্ব দিয়েছেন মহাসচিব বান কি মুন এবং তিনি তার ওপর অর্পিত দায়িত্বই পালন করছেন। বাংলাদেশে স্থিতিশীলতা ফেরাতে ও দেশটির ইতিবাচক উন্নয়নে জাতিসংঘ মহাসচিব ব্যক্তিগতভাবে প্রতিশ্রুতিবদ্ধ। তিনি বলেন, বহু ক্ষেত্রে জাতিসংঘের গুরুত্বপূর্ণ অংশীদার বাংলাদেশ। আমার মনে হয়, অবশ্যই আমরা বেশ কয়েকবার বলেছি যে, গত বছরের শুরু থেকে বাংলাদেশে যে সহিংসতা ও প্রাণহানির ঘটনা ঘটেছে, তাতে আমরা গভীরভাবে উদ্বিগ্ন।
জাতিসংঘের ওই প্রেস ব্রিফিংয়ের বাংলাদেশ অংশটি এখানে তুলে দেয়া হলো:
Question: This is Mushfiqul Fazal. I would like to draw your attention to Bangladesh. As you know, Bangladesh is facing very crucial time. People are suffering a lot. And vehicles are burning in the street and the extra-judicial killing crossed the limit. And people are fighting for democracy and their voting rights. And I want to know what exactly [what the] United Nations [is] doing to restore democracy in Bangladesh to build a peaceful Bangladesh and to stability, because the last election was held in 2014, 5 January, and there was a one sided poll, and before the election the Assistant Secretary General Mr. [Oscar] Fernández-Taranco visited Bangladesh; but after any conclusion, he went back and there was a one-sided poll and 154 seats the Government won without any election. So, I want to know, the United Nations expressed concern… do you think is it sufficient to just express the concern or United Nations should do more to restoring democracy in Bangladesh and to hold free and fair and credible elections? Thank you very much.
Spokesman: Sure. As you rightly put it, the [former] Assistant Secretary General in charge of [Political Affairs] Oscar Fernández-Taranco has been tasked by the Secretary General to liaise with the Government and hes doing just that. The Secretary General is personally committed to the stability and positive development of Bangladesh. Bangladesh, as you know, is a critical partner of the United Nations in many areas. And obviously, I think, as we have said here a number of times, we are very much concerned about the violence and the loss of life thats occurred in Bangladesh since the beginning of last year.
