আন্তর্জাতিক ডেস্ক: লাদেশ পরিস্থিতিতে ফের উদ্বেগ প্রকাশ করেছে জাতিসংঘ। সংস্থাটির নিয়মিত ব্রিফিংয়ে বাংলাদেশ প্রসঙ্গে একাধিক প্রশ্নের জবাবে মহাসচিবের মুখপাত্র স্টিফেন ডুজাররিক এ উদ্বেগ প্রকাশ করেন। তিনি বলেছেন, বাংলাদেশে যে পরিস্থিতি দেখা যাচ্ছে তা স্বাভাবিক অবস্থাকে বিঘ্ন করছে।
জাতিসংঘ মহাসচিবের মুখপাত্রের কাছে প্রশ্ন করা হয়-বাংলাদেশে রাজনৈতিক সংঘাত ও সহিংসতা বেড়ে চলেছে, বহু মানুষের মৃত্যু হয়েছে। সাবেক প্রধানমন্ত্রীকে গ্রেপ্তারের আহ্বান জানানো হচ্ছে এবং গণমাধ্যমের ওপরও বিধিনিষেধ আরোপ করা হয়েছে। যদিও মহাসচিব বান কি মুন এর আগে এ বিষয়ে কথা বলেছেন এমনকি তিনি এ ব্যাপারে কিছু আলোচনা করারও চেষ্টা করেছেন। জাতিসংঘের শান্তিরক্ষা মিশনে বাংলাদেশ গুরুত্বপূর্ণ দেশ। সেক্ষেত্রে ডিপিএ (ডিপার্টমেন্ট অব পলিটিক্যাল অ্যাফেয়ার্স) বা মহাসচিব কি করছেন?
জবাবে মুখপাত্র বলেন, আমার মনে হয় আমরাও এ ব্যাপারে উদ্বিগ্ন। এর আগে হিউম্যান রাইটস হাইকমিশনারের কার্যালয় থেকেও উদ্বেগ প্রকাশ করা হয়েছে। শান্ত থাকার আহ্বান জানানো হয়েছিল হাইকমিশনারের কার্যালয়ের পক্ষ থেকে। আইন-শৃঙ্খলা রক্ষাকারী বাহিনী কর্তৃক বিরোধী দলের গুরুত্বপূর্ণ নেতাদের গ্রেপ্তার ও বন্দি রাখার প্রক্রিয়া যাতে বিধিবহির্ভূত না হয় ও আইন-শৃঙ্খলা পরিস্থিতি স্বাভাবিক অবস্থায় ফিরিয়ে আনতে সব পদক্ষেপ নেয়া হয় এবং আন্তর্জাতিক মানবাধিকার আইনের মানদ-ে সেগুলো পরিচালিত হয়, তা নিশ্চিতে বাংলাদেশ সরকারের প্রতি আহ্বান জানানো হয়েছে। অবশ্যই আপনি জানেন, এ পরিস্থিতি যা আমরা দেখেছি, যা দেখছি তা স্বাভাবিক অবস্থাকে বিঘ্ন করছে।
মুখপাত্রের কাছে পরবর্তী প্রশ্ন ছিল- আমি একটি সুনির্দিষ্ট বিষয় সম্পর্কে জানতে চাই। জাতিসংঘ শান্তিরক্ষা মিশনে অবদান রাখার ক্ষেত্রে বাংলাদেশ এখন এক নম্বরে অবস্থান করছে এবং কয়েকটি হয়রানির ঘটনায় দেশটির নিরাপত্তা বাহিনী দায়ী, শান্তিরক্ষা মিশনে সেনা মোতায়েনে পুনর্বিবেচনায় তা কি কোন ধরনের ভূমিকা রাখবে?
জবাবে মুখপাত্র বলেন, আমি মনে করি, সেনা মোতায়েনের ক্ষেত্রে জাতিসংঘের আদর্শ মানদ-ে মানবাধিকার পর্যালোচনা নীতি প্রয়োগের স্বাভাবিক প্রক্রিয়া চলমান থাকবে।
ব্রিফিংয়ে বাংলাদেশ প্রসঙ্গে প্রশ্নোত্তরগুলো নিচে দেয়া হলো-
Question: Sure. I wanted to ask you about Bangladesh. There’s been mounting political conflict and violence, several dozen dead. There’s calls for the arrest of the former Prime Minister and there’s also been some censorship of media. I’m wondering, I know the Secretary General has previously spoken about it and even, I believe, tried to have some talks. It’s also a major peacekeeping contributing country. What does DPA [Department of Political Affairs] or the Secretary General doing?
Spokesman: I think we share the concerns that were expressed by the Office of the High Commissioner for Human Rights, which appealed for calm. And also that the Government should ensure that any arrests and detention of key opposition leaders by law enforcement is not arbitrary and that all measures are taken to restore law and order, and conducted in line with the parameters set by international human rights law. You know, obviously, I think this situation that we’re seeing, we’ve seen, is rather disturbing, indeed.
Question: But given… I guess I want to ask one particular part of it, which is, given that Bangladesh is, I believe, now the number one peacekeeping contributing country and some of the abuses are very much laid at the foot of the security forces, how does this play into the UN’s review of deployments?
Spokesman: I think the standard human rights screening policy continues to apply.
